বাংলাদেশে যাকাত ব্যবস্থাপনা : একটি পর্যালোচনা|Zakat Management in Bangladesh : An Analysis

Abstract

The absence of friendly climate in our motherland Bangladesh causes the people of the quorum of zakat not to discharge their zakat obligations by following a secured way. Eventually, the expected outcome of the poverty alleviation by the property of the financial ʻibādah, zakāt, is not being realized. Considering the circumstances prevalent in the country there must exist a modern and sustainable zakāt management in line with Islamic perspectives. This research work has been conducted to present an institutional pattern in paying and receiving zakāt, according to the understanding of the modern management studies. In producing the article, descriptive and analytical methods have been followed. Along with offering the opinions of the classic ʻulamāʿ, the comments of the contemporary Islamic scholars and of the individuals concerned with the zakāt affairs have also been discussed. It has been proved from the essay that because of the defective zakat management in the last thirty years, three hundred people had been trampled to death in the crowd. To curb such unexpected occurrences, the importance of presenting an innovative model of zakāt management, through establishing more than one organization by the private initiatives, alongside the public ones, is significantly important.   

সারসংক্ষেপ : আমাদের মাতৃভূমি বাংলাদেশে অনুকূল পরিবেশ না থাকায় ছাহিবে নিসাবগণ নিরাপদ পদ্ধতি অনুসরণ করে যাকাত প্রদানের সুযোগ লাভ করছে না। এতে অর্থনৈতিক ইবাদত যাকাতের অর্থে দারিদ্র্য বিমোচনের কাক্সিক্ষত সুফল অর্জিত হচ্ছে না। দেশে পরিবেশ-পরিস্থিতি বিবেচনায় ইসলামী দৃষ্টিভঙ্গির আলোকে আধুনিক ও টেকসই যাকাত ব্যবস্থাপনা থাকা একান্ত প্রয়োজন। তাই আধুনিক ব্যবস্থাপনাবিদ্যার আলোকে যাকাত প্রদান ও গ্রহণে একটি প্রাতিষ্ঠানিক পদ্ধতি উপস্থাপনের উদ্দেশ্যকে সামনে রেখে এই গবেষণাকর্ম পরিচালিত হয়েছে। প্রবন্ধটি রচনার ক্ষেত্রে বর্ণনামূলক (উবংপৎরঢ়ঃরাব গবঃযড়ফ) ও বিশ্লেষণমূলক পদ্ধতি (অহধষুঃরপধষ গবঃযড়ফ) অনুসরণ করা হয়েছে। এতে পূর্বসূরি আলিমগণের মতামতের পাশাপাশি বর্তমান সময়ের ইসলামী বিশেষজ্ঞ এবং যাকাত সংশ্লিষ্ট ব্যক্তিবর্গের মতামত (ঈড়সসবহঃ) তুলে ধরা হয়েছে। প্রবন্ধ থেকে প্রমাণিত হয়েছে যে, ত্রুটিপূর্ণ ব্যবস্থাপনায় গত ৩০ বছরে যাকাত নিতে গিয়ে তিন শতাধিক গরীব মানুষ পদপিষ্ট হয়ে নিহত হয়েছেন। এ অনাকাক্সিক্ষত দুর্ঘটনা রোধকল্পে সরকারি উদ্যোগের পাশাপাশি বেসরকারি উদ্যোগে একাধিক সংস্থা প্রতিষ্ঠা করে যাকাত ব্যবস্থাপনায় নবতর মডেল উপস্থাপনের গুরুত্ব অপরিসীম।
