Abstract

In the context of global climate change, there is no alternative to environmental development and its preservation for the protection of human lives and their interests. Islam put the highest importance on the environmental development, its conservation, and prevention of environmental disaster. In this article, two important issues have been presented: firstly, an analysis of the importance and relation of sustainable development with the environmental development and its conservation; secondly, a comparative investigation of ‘the dictations of Islam in developing and conserving the environment with ‘the existing laws of Bangladesh’. The primary objective of this article is to present before the readers the policies of Islam and the similarities of existing laws and Islamic laws with respect to the environmental development and its conservation, so that environment related policies of Islam become clear to all and an initiative can be adopted to enact an effective law by incorporating those policies into the existing laws. The article has been prepared in a descriptive and analytical manner. The article makes it clear that by realizing the limitations of our environmental development there are enough scopes to find a way out of the limitations. Thus, if the problems can be identified and be solved effectively, a worthy Bangladesh with the best and sustainable environment can be made possible.

 সারসংক্ষেপ : চলমান বৈশ্বিক জলবায়ু পরিবর্তনের প্রেক্ষিতে মানবীয় জীবন ও স্বার্থ রক্ষায় পরিবেশ উন্নয়ন ও সংরক্ষণের কোনো বিকল্প নেই। পরিবেশ উন্নয়ন, সংরক্ষণ ও পরিবেশগত বিপর্যয় রোধে ইসলাম সর্বোচ্চ গুরুত্বারোপ করেছে। বক্ষ্যমাণ প্রবন্ধে দুটি গুরুত্বপূর্ণ বিষয় উপস্থাপনের চেষ্টা করা হয়েছে। প্রথমটি হলো: পরিবেশের উন্নয়ন ও সংরক্ষণের সাথে টেকসই উন্নয়নের গুরুত্ব ও সম্পর্ক বিশ্লেষণ এবং দ্বিতীয়টি হচ্ছে: পরিবেশ উন্নয়ন ও সংরক্ষণে ইসলামের সুমহান বিধানাবলি ও বাংলাদেশের প্রচলিত আইন ও নীতিমালার একটি পর্যলোচনা। আলোচ্য গবেষণা প্রবন্ধের প্রাথমিক উদ্দেশ্য হলো: পরিবেশ উন্নয়ন ও সংরক্ষণে ইসলাম ও প্রচলিত আইনের সাদৃশ্য ও ইসলামের নীতিমালা উপস্থাপন করা; যেন এ বিষয়ে ইসলামের নীতিসমূহ সুস্পষ্টভাবে প্রতিভাত হয় এবং প্রচলিত আইনের মধ্যে ঐসকল নীতি সন্নিবেশের মাধ্যমে কার্যকর আইন প্রণয়নে উদ্যোগ গ্রহণ করা যায়। আলোচ্য প্রবন্ধটি বর্ণনামূলক ও বিশ্লেষণমূলক পদ্ধতিতে উপস্থাপন করা হয়েছে। প্রবন্ধের মাধ্যমে দেখানো হয়েছে যে, পরিবেশ উন্নয়নে আমাদের যে সকল সীমাবদ্ধতা রয়েছে তা অনুধাবন করে এ থেকে উত্তরণের পদ্ধতিসমূহ অনুসরণ করার পর্যাপ্ত সুযোগ রয়েছে। সুতরাং সমস্যাগুলো নির্ধারণ করে সমাধানে কার্যকর ভূমিকা রাখতে পারলে একটি উত্তম ও টেকসই পরিবেশ সমৃদ্ধ বাংলাদেশ নির্মাণ করা সম্ভব হবে।
