Abstract

The Women’s Reform Commission is one of the various commissions formed to reform the state after the July Revolution, 2024. The commission has recently submitted a detailed report. The report presents some crucial recommendations regarding women’s economic rights. Following a qualitative approach, this article endeavours to explicate the provisions of the Qur’an and the proposals advanced in the report of the commission regarding women’s economic rights. In addition, the similarities and differences between the two have been reviewed by adopting a comparative method. After the review, it is evident that the Qur’an has presented explicit principles to ensure women’s economic rights by providing women with fair inheritance, maintenance, dower, income, ownership, and control of assets, etc. On the other hand, the recommendations of the commission have emphasized women’s equal participation and equal value in economic activities like men in the contemporary context. Although the recommendations of the commission are similar in some respects to the principles of the Quran, they are completely contradictory in several areas, such as equal share in inheritance, uniform family law, recognition of sex workers, and granting dignity to their services as work.In order to ensure fair economic rights for women, it is essential to immediately implement similar aspects,mend and harmonize the conflicting aspects. The recommendations presented in the article can be considered as guidelines in this regard.

সারসংক্ষেপ : জুলাই বিপ্লব, ২০২৪ পরবর্তী রাষ্ট্র সংস্কারের লক্ষ্যে গঠিত বিভিন্ন কমিশনের মধ্যে নারী বিষয়ক সংস্কার কমিশন অন্যতম। সম্প্রতি কমিশন একটি বিস্তারিত প্রতিবেদন  পেশ করেছে। উক্ত প্রতিবেদনে নারীর অর্থনৈতিক অধিকার সংক্রান্ত গুরুত্বপূর্ণ কিছু সুপারিশ উপস্থাপন করা হয়েছে। এই প্রবন্ধে গুণগত পদ্ধতির অনুসরণে আল-কুরআন ও কমিশনের প্রতিবেদনে উপস্থাপিত নারীর অর্থনৈতিক অধিকার সংক্রান্ত প্রস্তাবনাসমূহ বিশ্লেষণ করার চেষ্টা করা হয়েছে। পাশাপাশি তুলনামূলক পদ্ধতি অবলম্বন করে উভয়ের মধ্যকার সাদৃশ্য ও বৈসাদৃশ্য পর্যালোচনা করা হয়েছে। পর্যালোচনান্তে স্পষ্ট হয়েছে যে, আল-কুরআন নারীকে ন্যায়সঙ্গত উত্তরাধিকার, ভরণপোষণ, দেনমোহর, উপার্জন, সম্পদের মালিকানা ও নিয়ন্ত্রণের অধিকার ইত্যাদি প্রদান করে নারীর অর্থনৈতিক অধিকার নিশ্চয়তায় স্পষ্ট নীতি উপস্থাপন করেছে। অপরদিকে, কমিশনের সুপারিশসমূহ সমসাময়িক প্রেক্ষাপটে নারীকে পুরুষের ন্যায় অর্থনৈতিক কর্মকাণ্ডে সমানভাবে অংশগ্রহণ ও সমমূল্যায়নের বিষয়ে গুরুত্ব প্রদান করেছে। কমিশনের সুপারিশসমূহ আল-কুরআনের নীতির সাথে কিছু ক্ষেত্রে সাদৃশ্যপূর্ণ হলেও উত্তরাধিকারে সমান অংশ, অভিন্ন পারিবারিক আইন, যৌনকর্মীদের স্বীকৃতি ও শ্রমের মর্যাদা প্রদান ইত্যাদি প্রভৃতি সুপারিশ সম্পূর্ণ সাংঘর্ষিক। নারীর ন্যায্য অর্থনৈতিক অধিকার নিশ্চয়তায় সাদৃশ্যপূর্ণ দিকসমূহের দ্রুত বাস্তবায়ন এবং বিরোধপূর্ণ দিকসমূহ সংশোধন ও সমন্বয় সাধন অপরিহার্য। প্রবন্ধে উপস্থাপিত সুপারিশমালা এ বিষয়ক দিকনির্দেশনা হিসেবে বিবেচিত হতে পারে।
