টেকসই উন্নয়ন : একটি ইসলামী বিশ্লেষণ | Sustainable Development: An Islamic Analysis

Abstract

The existence of a beautiful world cannot be imagined without considering socio-economic development and environment. Sustainable development is when an accelerated development process is maintained through a balance between the above two concepts and preserving a safe world for future generations. The United Nations has formulated sustainable development goals (2015-2030) to highlight the importance of the issue. Considering the importance of these matters, the government of Bangladesh also promulgated a national sustainable development strategy (2010-2021) in 2013. The prime objective of this study is to explain sustainable development strategy undertaken by the UN and the Bangladesh government and to explain the Islamic view related to the issue. Descriptive and analytic methods were followed in the preparation this article. Moreover, comparative methodology was also applied in specific cases. The research tries to show that the concept of sustainable development in Islam is wide and quite comprehensive and includes spiritual, moral and material dimensions at the same time. For this reason, it can easily be distinguished from the characteristics of western development model. In a capitalist societal framework, the prime objectives of sustainable development are to gain profit and to meet material needs. On the other hand, the prime objective of Islam in sustainable development is to ensure constructive production alongside the conservation of human values.

সার-সংক্ষেপ: আর্থ-সামাজিক উন্নয়ন ও পরিবেশকে অবিবেচ্য রেখে একটি সুন্দর পৃথিবীর অস্তিত্ব কল্পনা করা যায় না। এই দুয়ের যথাযথ সমন্বয় সাধনের মাধ্যমে ভবিষ্যৎ প্রজন্মের জন্য নিরাপদ বিশ্ব সংরক্ষণ করে যে উন্নয়ন প্রক্রিয়া ত্বরান্বিত করা যায় তাকে টেকসই উন্নয়ন বলে। বিষয়ের গুরুত্ব বিবেচনায় জাতিসংঘ টেকসই উন্নয়ন লক্ষ্যমাত্রা (২০১৫-২০৩০) প্রণয়ন করেছে। পাশাপাশি বাংলাদেশ সরকার ২০১৩ সালে জাতীয় টেকসই উন্নয়ন কৌশলপত্র (২০১০-২০২১) প্রণয়ন করেছে। এই অধ্যয়নের মূল লক্ষ্য জাতিসংঘ ও বাংলাদেশ সরকার কর্তৃক গৃহীত টেকসই উন্নয়ন কৌশলের বিশ্লেষণ এবং এ ব্যাপারে ইসলামের দৃষ্টিভঙ্গি তুলে ধরা। প্রবন্ধটি প্রণয়নে বর্ণনা ও বিশ্লেষণমূলক পদ্ধতি অনুসৃত হয়েছে। তবে ক্ষেত্র বিশেষে তুলনামূলক পদ্ধতিও প্রয়োগ করা হয়েছে। গবেষণাকর্মটি থেকে প্রমাণ করার চেষ্টা করা হয়েছে যে, ইসলামে টেকসই উন্নয়ন ব্যাপক অর্থবোধক ও বিস্তৃত এবং তা নৈতিক দিকসহ আধ্যাত্মিক ও বস্তুগত দিকগুলোকে অন্তর্ভুক্ত করে। এ কারণেই একে পশ্চিমা উন্নয়ন মডেলের বৈশিষ্ট্য থেকে সহজেই পৃথক করা যায়। পুঁজিবাদী সমাজ শুধু মুনাফাকামিতা ও বস্তুগত চাহিদা পূরণকেই টেকসই উন্নয়নের মূল লক্ষ্য নির্ধারণ করে, কিন্তু ইসলাম গঠনমূলক উৎপাদনের পাশাপাশি মানবীয় মূল্যবোধ রক্ষা করাকেও টেকসই উন্নয়নের অন্যতম প্রধান উদ্দেশ্য হিসেবে গ্রহণ করে।
